I think this may be a bit easier, although isn't a comprehensive blogrolling-linked solution.

This piece of javascript converts an OPML file into HTML on your website. All you need to do is hit "export" on your aggregator and then upload the OPML file to your site.

Works with feeds exported from Syndirella, SharpReader, and probably most other things.

Available here: <a href="http://pipthepixie.tripod.com/code/opml2html.html" rel="nofollow">http://pipthepixie.tripod.com/code/opml2html.html</a>

who needs perl? ;)

You could run it using ActiveState Perl (www.activestate.com) on your Windows box.

I think it'll work... except I don't have shell access to my server, so how would I run the perl script?

i've found a potential perl interface for OPML. i'd love this functionality too so if i can get my hands on this particular module i'll whip up a perl script to generate a customizable blogroll (or dump to blogrolling.com or whatever) out of an opml file. will that work for you?
