When I lived in upstate New York 7 years ago, there were men and women like him at every major intersection, with &quot;Homeless&quot; signs or &quot;Will Work For Food&quot; signs. Haven&#039;t seen anyone like that since I&#039;ve been living in suburban Baltimore. I guess it takes a while for the effects of compassionate conservatism to work its way down to the streets.
