When I lived in upstate New York 7 years ago, there were men and women like him at every major intersection, with "Homeless" signs or "Will Work For Food" signs. Haven't seen anyone like that since I've been living in suburban Baltimore. I guess it takes a while for the effects of compassionate conservatism to work its way down to the streets.
